The Sims 4: Island Living is 101% better than Sims 3: Island Paradise...
Island Paradise was left with way too many untouched bugs and glitches. Also, it lagged A LOT (especially when using houseboats). Not to mention the hospitality feature of owning a resort was broken and very poorly implemented. It was literally just a rabbit hole tower. The actual content in that pack was fantastic, however... but, what's the point of having all of it when the overall features don't work well?
At least Island Living functions well (for the most part)... and the beaches are decently implemented. In my opinion, the only thing this pack is missing is hospitality options (like building resorts and hotels). Also, it should've been a destination world, as opposed to a home world.
