Which settings to make underwater objects less blurry?

I've seen the same effect on some screenshots posted here before. It's only in the water. The textures of plants or furniture etc. look very sharp and clear.
It's as if, as someone said above, this effect is to mimic the movement in water, but I find it annoying.
