I've always tried to find something that I enjoy about each pack and something that I'd use over and over again and find that, or those features to be worth it. However, I'm going with City Living because, to this day, not one of my Sims has lived in an Apartment. I was disappointed by the limitations. I was looking forward to the idea that if we got apartments some day, we'd be allowed to create some nice apartments in any of the worlds. Unfortunately, most content is tied to the worlds they come with.
The festivals were recycled content, which made me sad, because I was hoping for festivals like Sims 3, and maybe this time, they'd be more in-depth and we'd have a variety of little activities to experience..
The things I like about the City Living pack: CAS, Build/buy, Singing Skill, Karaoke, the lot traits, being able to give Sims a key (did they patch that in with the City Living Patch thingy?), collecting the snow globes, the interactive careers/protesting and the new gaming system that allows four Sims to play. I feel with all that.. perhaps that could have been a Game Pack, hopefully they'll do a City Living pack better for Sims 5.

Stray Cats and Dogs don't roam other worlds...
(Vampires actually do roam outside of Forgotten Hollow; which is surprising, but I suppose.. that's how they're able to visit/or invade your house), but... strays can't roam other worlds, so my other Sims have a chance to adopt? It's a good thing I like living in Brindleton Bay. :) .. obviously, I know that I can call to adopt, or even visit Brindleton bay and see a stray and probably could befriend it in hopes to adopt(?), I actually haven't tried that yet..)
