Brindleton Bay is my go-to choice. I've played a few cycles in it and have never had any problem with too much rain.
The only problems I have with Brindleton Bay are that it is by default set to look a little less green and autumn-like. So Summer in it has lots of trees that are near autumn-like, and this darn game doesn't let us fix that. The Summer terrain grass is also too close to the Autumn/Winter terrain grass for me. I wish I could keep the Spring terrain grass - which is very green - for Summer.
Willow Creek does those things I mentioned above right, it's just not that exciting of a world altogether. I love the scenery of Brindleton Bay much better.
