I never had a curfew. Never needed one. So long as I told my parents where I was going, and when they could expect me home, I could do as I pleased.
Town wide curfews are weird. The exception being cat curfews. My city has a Cat curfew, they're not supposed to be out between 10 pm and 6 am. Hardly anyone obeys this.
In ts4 adequate curfew options for younger sims was added with parenthood.
Personally, I'd prefer to be able to set abandoned buildings as a youth hangout, for teens and young adults, and have the risk of the cops doing a raid. They could get in trouble for trespassing, not being out late.
