It got nerfed with a patch last year. Gurus didn't want the whole house catch on fire which stinks but makes sense since they never programmed a NPC for it as a safety net. I miss the house fires, so I have to mod back in the pre-patched fire chances.
If/when they do add a firefighter NPC, I can imagine that they'd be willing to turn up the chance a lot more since there's an NPC to save the Sims before they die. It would be very cruel, yet very funny, if they turned up the chance to 30%-40%, just to check how people respond, but they'd probably just turn it back up to about 5%-15%.
