Who nerfed kitchen fires and when did this happen?

Sims do not start fires in my game that often. I think I had two in nineteen months. One, the Sim can't have any cooking skills and two they have to be in a mood, such as tense. Then you may (but probably won't) get a fire. And usually they only start when they went to cook autonomously and not directed and if the two situations are current as I said above. No cooking skill and Tense or Angry etc.
