Who nerfed kitchen fires and when did this happen?

I've noticed that the instant a sim starts doing something they instantly learn that skill rather than having to work up at least one full bar to learn it. I had a lot of fires from no cooking skill at all in past games, though I have had one or maybe two in 4 with low cooking skill

The death that confuses me the most is the rocket one. I've had sims crash multiple times and crawl out of a pile of metal surrounded by fire completely okay aside from a dazed moodlet. Not even purposely crashing it has done anything :/
