I haven't seen huge waves of dislike for the pack beyond the initial frustration for builders. I've seen plenty of people post recently that it's their favorite EP, actually, in threads about what your favorite add-ons are or asking for recommendations - I noticed that in particular because to me, Get Together is a no-brainer for first ;) . There was a thread the other day about how great the clothes in CL are. You might not hear from these people so much here because the framing of the thread invites only the dislike to be expressed, and some people just avoid threads like this because they can be a personal downer and it's not what they come here for.
I like City Living. For me, it's the first time Sims nailed the feeling of living in a city - I live downtown in a big city, and previous to this the Sims city packs never felt like cities do to me. I like the semi-active careers. I like the lot traits. The Karaoke is fun. The Festivals make for great story-shifting opportunities. The neighbourhood concepts are great. The views are gorgeous and keep me coming back.
Is it perfect? No. I'd have liked to have been able to build at least a low-rise apartment. I'd like an "off" switch built in for the lot trait head-swirlers. A few lot traits are overactive. The appeal to Sims of basketball needs to be turned down a bit on home lots so it doesn't stop other activities. The generation of NPC names and clothes needs to balance out among the packs a bit better. Non-active Sims need to stop collecting guitars and tchotchkes in their inventory, and they need to address a few other bugs and performance issues. But I like the pack, I've seen plenty of other people say the same thing, and it seems to always be the most recommended or most popular in those threads I mentioned earlier.
