@DeservedCriticism Apartments in City Living have a fixed weekly rent depending on the size, district, and somewhat according to lot traits (There are particular permanent lot traits in some apartments that can't be removed). When a Sim moves in, they pay a fixed deposit amount. If they move into a furnished apartment, they also have to pay up front for the furnishings the apartment comes with. Furnishings are not included in the rent amount. Unfurnished, they move in to a totally empty apartment (no basics, not even a toilet paper roll).
A wealthy Sim could have a heyday with some of those apartments as they can renovate the inside and furnish them as they wish, and still only pay the fixed weekly rental amount as long as they live there.
Penthouses are not rented but owned. They work the same as owning any other house in any other world. There is no rent or deposit, they buy it. Their weekly bills are not fixed, but are dependent on the value of what they have and will be charged accordingly, just like a house.
