Why does starting a new save force you into CAS?

Omg yess, sometimes I may have plans with placing some venues or lots in some of the worlds first while making a new save, and that would have nothing to do with creating a new household of Sims in CAS. I hope they can bring some new Save options for both sides of the players, such as ”New Save…Create a New Sim” and ”New Save…Manage Worlds” or something like that or an in-between kind of alternative. :)
