Perhaps the kind of people who want more baby action aren't the Simmers who allow Maxis to get feedback from their played games? Those may have turned the option off.
Maxis pays attention to that. I find babies a bit of a nuisance myself but don't mind more stuff if Simmers want it. I avoid them by rotating and coming back to the family when they've grown up a bit - or a lot.
