Well, water in itself is good enough to get rid of coarse dirt or unpleasant smells in real life (unless the water itself is dirty or smelly), and we're talking about a game where washing hands or brushing teeth a few times in a row can make an entire sim clean, so I don't see what's wrong with the question...
