In TS3 the packs were set up differently. Things weren't exclusive to a theme for a pack. They were able to reuse objects in that way. TS3 store though was different. The premium game play items there were not replicated in the game expansions.
If they wanted to re-create that business model, 6 years in isn't the time to do it. I personally didn't have PP and hot tubs would have been my only reason to buy it. Thanks to them, I don't have to now. That's my 10 bucks out the window and likely a lot of other people too so I struggle to understand from a business perspective how they figured that this was a good idea?
They specifically said that the premium items in stuff packs would be limited to those. It's the main reason most would buy those packs. The rest of the pack doesn't offer anything else that isn't already in the game. I feel like stuff packs in TS4 are basically the premium items like TS3 store, except a tad more expensive because they're bundled with other CAS/BB you may or may not want. At least with the store, you could cherry pick and customize to your liking.
Hot tubs maybe should have never been locked behind a stuff pack, since TS1 and 2 they were base game. However, they made that choice and they should have stuck with that. Personally I am glad to have it, but I do feel like people were ripped off and that really isn't fair.
