Why is Britechester so empty?

There are Sims that spawn during the organization events that do have the overhead "Bot Savants Member" and similar, but I don't think Students do have that indicator. If there's a Sim in the Britechester world, I think they're generally students and not random townies, unless they're there for things like a party or one of the sports events (in the latter case they'll disappear to 'watch' said event, probably).

It probably doesn't help that the neighborhoods span across quite a bit of area so the Sims are scattered around more than they would be at, say, the beach area in Brindleton Bay or the boulevard part in DSV.
