Why is my sim being charged power on an off the grid home?

I don't have ECO, no generators yet. I set the home up before as off the grid before my sim moved in. All lighting is candles, and everything else works off the grid. It was originally an empty lot in Willowcreek. I'm hoping that after I can add ECO it will sort this out. :)

The part that has me a bit confused is the negative 7 semolians in red, that part keeps going up.
