Why The Sims Keeps Brewing De Stressing Concoction?

I wonder why the Sim keeps brewing de-stressing concoction when I never told them to do so? and also I did not give them any autonomy to do any actions on their own because I set the autonomy in game ...

It's because of the Eco Lifestyle NAPs. You can repeal them instantly by shift clicking on the mailbox. You also need to check in game options that NPCs cannot vote on NAPs.

Sorry, no idea, I just repeal them all, because they are all annoying one way or another.
