Why YA and Teen cant have romantic interactions?
why is it? or why no between 2 sims than are girlfriends? How to enable it and avoid romance decay?

Because the "special exception" of allowing them to romance each other is opening the door to a bug, cheat, or easy mod making these sorts of relationships easy. You may not know this, but EA once had to remove a cheat that turned off the censor blur after someone made a huge fuss over that.
Plenty of places in the real world have laws smart enough to realize that someone just after their eighteenth birthday and someone just before it are still mostly okay. But the sims isn't smart enough to care about how many days old you are. It just lumps you into broad categories like "teenager" or "young adult". If the extreme cases would cause a problem here, like thirteen and twenty-six, the game just disallows the whole thing on principle.
