Apparently it triggers when flirting with another werewolf. They haven't said if they mean the first wolf you flirt with, or just a random time you flirt with a wolf even if you've flirted with wolves in the past.
Hopefully they only mean player-initiated flirting too. That way you get to narrow down the options by only flirting with those you like.
