I don't think so, it looks like the city will be in the background and the playable and buildable areas would be like the hills that look over the city. A very Hollywoodesque vibe.
If as I imagine, the city will be just a background, I plan on pretending it is San Myshuno and the this new world is for the San Myshuno upper class/celebrities
