Are you trying to get the landlord to fix broken build/buy objects in your sim's apartment? Toilet, sink, stove, etc? The landlord will never fix build/buy objects, (s)he'll only ever help with things related to the actual building: your sim's pest problems (roaches & mice, plus the odors), the pipes in the bathroom and the electrical box by the door, and things out in the hallway like the trash chute.
Also, my sim is in that same apartment, and she and I both love what you've done to the place!
No just the rats, roaches, pipes, electrical. My sim even upgraded the trash bin in the hallway. We hate our neighbors. They're really loud and nasty. ;)
