I want NPC's to die from the cold if I delay them long enough to have it happen. Now and then for random chaos is fine with me also.

I think those using mods and cc and having this problem need to take it out and put it in gradually. There are some mods I use now and then but I'm waiting for all the patching to be over before adding some back in.
Except that it isn't due to mods, it's due to unfortunate circumstances that end up compounding on each other. A person in this thread has a vanilla game and was able to reproduce it. If someone gets stuck in a conversation and needs to leave, but somehow gets interrupted they will eventually freeze rather quickly. Once that interruption happens and they freeze, it continues to happen to other npcs because of mourning. Though it could just be intended that way too. I mean if you made it so sims always left when they became too hot/cold and nothing could stop them, then you'd likely never see a weather death unless you did it on purpose. The way the system works I'm not sure it's really possible to make both camps happy.
