No, it should be included in the packs, I'm all for cut back/age appropriate content for kids, I've yet to see a good reason why mermaid children can't have tails? They are mermaids! The other thing about being able to drown people or change the weather no, that can wait, but don't see why they wouldn't have tails from the outset.
I've mentioned it before but seeing things like a my first wand for spellcrafter children that would allow some child specific spells (do homework, tidy toys etc with appropriate fails) that could add to their talent pool, or to be mentored by their spellcrafter parent all to boost their future power, it seems logical to me, because they don't suddenly become spellcrafters as a teen, they've been one all their life!
I don't like occult children being ignored just because they are children, they are occult children, they should be able to do more than normal ones!
