@Karon A team for checking and updating cc does sound like a good idea! But there's one problem that I can think of with that. EA will never get rid of their devs team, even if they do implement cc creators work. Therefore, not only will they need to have a team creating original Sims 4 content, they would also have to hire a team to review cc creators work. That's more time and money spend into two jobs that should be done by only one job.
It does seem like EA not having to create content from the bottom up would be faster and cheaper. However, most likely cc creators work will have issues. The cc review team would have to figure out what was wrong with their creations and figure out how to put it in the game successfully. Not to mention, if cc creators could make money off their content from EA, there would have to be a team going through cc creators work, and choosing the most valuable content, which takes time and money. EA would be paying for their original EA devs team, a cc review team, and pay for the cc creators work. All contribute to a huge amount of expenses. According to what I've read, if understanding correctly, you also believe EA should be responsible for updating the cc creators content. That means they would also have to do double bug/updating work for content they personally didn't create themselves, which also adds up the moola spent.
Maybe I have a good analogy. Have you ever taken an art class, where one person starts a drawing and then you try to finish it? It's much more difficult than completing the entire artwork yourself.
Of course, if they successfully created the cc packs and sold it, they would receive revenue, pay out expenses, and possibly make profit. I'm sure none of us here know the exact numbers though.
