I would NOT be recommending Tartosa, if the world is all you're interested in, for several reasons:
- The waterfall is beautiful, but you cannot interact with it. You can't even swim that close to it. (unlike Sulani)
- You can swim in the water, but you can't snorkel or dive anywhere, not even near the face you can see from above. (unlike Sulani)
- The walkways are pretty, but you can't take a walk or hike along them. You can click somewhere on them and tell your sim to go there, but that is about it. They will run (like sims always do) and not enjoy the scenery. (unilke Mt Komorebi)
- The maze looking hedges cannot be used as a maze (unlike Windenburg)
- The lighthouse cannot be interacted with (unlike Brindleton Bay)
- The so called special tree has no interactions on it, what so ever. (unlike Willow Creek)
- The "downtown" area have very weird opening hours, closing at 5 pm (very unlike any Mediterranean country I've been in. Towns usually come alive at 8-9 pm there.) They also open late, at 9 am, so you can't really go down for your early morning coffee before work like so many do in this region.
- There isn't a single lot in the downtown area, only these little cutouts with food - non of which serve anything Mediterranean, there isn't even a bistro!
- The number of lots are few and far between (9 in total) making the world feel empty and eventless.
- There are no events of any kind in town (unlike San Myshuno, Sulani, Mt Komorebi...)
I cannot deny that the world is beautiful, however. It is. Stunning. But it's a pretty picture with no real life to it. I guess you can add some by building a second towncenter and using rentalts to fill the place with actual people, but if you're not into CAS or BB it's a lot of money to spend on a pretty but fairly useless world.
