Wrong lot type error suddenly?

So in my largest save I had two mess ups with public lots turning into residential. It seems if sims aren’t living there it’s a super easy fix. Just go in and reclick the lot type was all I did. Fixed it no problem. It seems a bit random but also does seem to correlate with lots changed and edited.

Also I swear I’ve had this for a while with a handful of lots where they edited to residential and I had to fix them.
