1.) Yes, you can place the lot if your sim doesn't have the money and no money cheat is needed. :) It is a community lot and so your sim won't have to pay a penny for the lot, but can still use it as their own. I've made it generic so that no other sims will enter the community lot and it's private. Just place it down and it's ready for your sim to use. Also, since it's a community lot, any building that you do to the lot won't be charged to your sim. So, you can renovate the entire inside and it won't cost you a dime. It's pretty cool! :D
There's 2 ways you can have your collector sim live there. The first is that you can move your collector sim into a regular house and have that be their "official" house, then all you have to do is travel to the museum and use the museum like your house and only return to your official home whenever you choose, so in essence you'll have 2 houses that you can go back and forth between. Just use the phone to travel to your museum and you never have to leave, but you'll also have the normal house to live in or keep your family at. No money cheat is needed and you can use both buildings for your private use. You can also pay your bills from the computer at the museum, so you never have to go back to your regular home again if you don't want to. I like the option of having 2 buildings to live out of. You can keep your family at the house and take your collector to live at the museum whenever they like. However you want to play!
The second is if you convert the lot into a residential lot instead of the generic lot that it is currently, then you can officially move in your sim to the museum as an official home, but you will not have a secondary house this way. You will also now have to pay higher bills because of all of the art and collectibles you are storing on the museum/home lot.

Whenever I start a new game it makes me go to CAS before I can do anything else. Is there a way to skip this so I can just place this lot, then move in a used Sim that does not have all the skills already built up? I'm not sure I am explaining this the best way.
This one I'm not so sure about. I'm sure there is a way to do it, but I also do not know. Lol! The way that I do it is, I randomize a sim and just move them into a whatever house, then forget about them. Then I go about doing what I wanted originally, place my lots and then use the sim I want from my library, then I play them. I usually delete the random sim from my town after this and also from my library. If anyone else knows the answer to this question, I'd like to know too!
When you move in your sim if you want 2 buildings for your private use, move your sim into a regular house first, cheat if you want to, to get a nicer house, but get whichever house you'd like. Then once you play that sim, you see their nice house, then you can use the phone and travel to your museum and live there as long as you like while still keeping your residential house. You can also move houses and it doesn't affect your museum, your collection will remain there and you don't have to worry about it. You can move from a dinky house to a big mansion and your museum will still be available for you to continue your collection and live there.
