I've got an entire list I've posted in a couple threads, but I think the highest priority out of everything I listed there is:
These are the most essential, I think, for the game as it is to be playable to me.
- the ability to change apartment boundaries,
- individual Sim biographies,
- open neighborhoods
- saving buildbuy objects into custom collection folders
