Not sure if anyone still needs this but little MsSam has a mod for no idle animation for the laundry day pack of a sim brushing themselves off or fixing themselves.

And it should be updated with the most recent patch. She even has a mod for doing laundry on a community lot that will cost your Sim money to do. Just scroll down. These are unmerged packages so you should be able to download whichever one you want when you download the zip/rar file.
Haven't found one that reduces the time, but this should stop the animations completely with your sims fixing their clothes often.
