I'm having the same issue with mods removed.
makp715 LizabethRose415 Could you please test on a new save that didn't have mods used with it? Also, were you having this when loaded into a household you had previously increased household size for?
I later loaded a different save to play, got a pop up suggesting I do Love Highland and accepted but chose to "go later." Manually traveled to the lot and had no issue. This was an old save with mods as well.
I'm not sure I understand the household size question. Both households used were of 1 sim. The initial save did have a second sim at one point but was moved out before I even installed the new EP
