All lots saving as modded even the empty & default ones???

Question

I am trying to do a No CC build and started a new save, went into a lot and bulldozed the land. I do have CC but nothing was being used. To see which way photos are taken, I went to save lot and it showed that it would save it with mod check marked. There cannot be any CC on the lot since it had no building bushes, grass... not one single item. Could there be a CC out there that would effect the ground? I tried restart game but did it again and also tried different lots and worlds. Have not tried to check with no mods on and would hate to have to do without so hope someone here has encountered same issue or knows if there is a specific mod I should get rid of.

@2GeeksinaPod  If you save your 'building' to the library, then move your mods folder to the desktop and delete the localthumbcache file and place the building in a new save, does it still flag ?

The lot was empty, no build when I did this save but I will go in-game and try to do this test to see what happens. I do think it is probably a mod I have installed but couldnt begin to figure out which since there is nothing on the lot to mod =) Maybe some kind of ground texture mod?

@2GeeksinaPod   Hard to tell. I'm not sure how much of a house a lot actually needs to be saveable to the gallery, tbh. Haven't tried that.You could also test if another lot flags as well
