This seems to be world-specific.
I'm currently playiing a totally vanilla game, no mods, and Willow Creek has had rain for the entire (7-day) season of summer, with thunderstorms upsetting the Pancakes every single night.
In the past, I've noticed the same sort of thing with Newcrest.
But if I go to Oasis Springs, you can immediately tell that each world has its own weather tendencies, because it's sunny and hot there, which makes sense.
I think the problem is either that Willow Creek and Newcrest (and maybe others) are set up wrong, or that there's a bug in the procedural weather generation that's brought out by the factors set for those worlds.
If EA wants to test this, I would advise doing a few fresh runs in Willow Creek, starting in the Summer season, and see if you get a full season of rain like we do. Just load up the Pancakes household and let them run at 3x speed for the season.
I mean, I know it's supposed to be bayou country, similar to probably Louisiana, where you do get hurricanes in summer, but it shouldn't be ALL summer, every day, all day. There's clearly something amiss here.
