Anything to deal with outdoor lighting?

Was wondering if there are any ways (or mods) to deal with the way outdoor lighting functions? Presently, even if you have lights on outdoors, they don't cast any visible light whatsoever until the "environmental switch" occurs (around 7pm) even though it gets progressively darker before this.
