I have a similar problem, I've checked my Mods folder for most of the custom content I download to make sure it's actually there, in game too, and even though it's there, it doesn't show up anywhere in Create a Sim. My previously downloaded CC does show up, and by previously I mean before the big update that added the opacity changes. A few pieces of CC have come through (an eyebrow cc set) into Create a Sim, but I can't find anything else.

Could you try all the suggestions in the first post ?
