I'm new to this so apologies if this is a tad off.
A few months ago I was having issues with keeping storage on my computer so I decided to delete everything in mods folder and start off fresh. Next time I used my game with some new cc in my mods folder it didn't show up. I looked in my folder and I was missing my recourse file so I tried putting it back but that didn't make the mods work again. I tried a different method by trying to get a new recourse file by repairing the game but that also didn't work. Lastly I tried downloading a new one and surprise, it didn't work. I've tried everything under the sun in order to get my mods working but nothing sticks. Can anyone help?
Also before anyone asks, yes I have my cc enabled.

The game will recreate the resource.cfg if it is missing so it looks likke you are looking in the wrong place. Here is an easy way to find out which folder your game is using: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/
