So part of my problem was that my game was saving to the OneDrive pathway, which I didn't know existed. I've disable OneDrive every way possible and moved the folders over to the Users pathway but my mods still won't show up when I enter the game.
@WillowTeaLove Please confirm in-game that Sims 4 is reading the folder you want it to use, the one that has your mods in it. If it is, and the mods and cc don't show up, remove the Mods folder and start the game to create a new one. Download a fresh copy of one mod, something confirmed compatible with patch 1.99, and test only that. Don't forget to unzip it if necessary.
@puzzlezaddict Turns out there was a third pathway my files were taking. I've managed to find it and my mods are working. Thanks.
