Baby Boom Achievement

Hi, so I've completed all achievements within sim 4 however I'm struggling to get the last hidden achievement: Baby Boom.

I've had 440 babies but yet to get the achievement.

I've done it all on the same save game in the same household over multiple generations. 

I haven't aged up the babies each time.

Im not using any mods.
