Bulldoze lot/ change lot type not working

Anybody else finding lately that bulldozing a lot and changing lot type isn’t working I’ve tried bulldozing several spaces to make room for a residential build and no matter where I try place it, it either turns back to og lot on map, won’t recognise it as a residential or when I place a family and go into play it turns straight back into the old lot
