Kava is a mild hallucinogen and restricted to Young Adults and older. This is the intended design. Nice try you naughty teens! =P

I am also having this same issue with Vampires too, of any age. I suppose its understandable that they themselves can't drink it, but there is no interaction to call other human sims at the Kava party. 🤭
