    Kava is a mild hallucinogen and restricted to Young Adults and older. This is the intended design. Nice try you naughty teens! =P

    @SimGuruNick Then don't let teens initiate a kava party, which is obviously now doomed to fail. And I needed to throw one (and earn gold!) to complete the beach life aspiration.

      had to cheat to complete the kava party by shift clicking a townie into my household, and then shift clicking to remove them again. :/
