Can’t edit sim relationships despite having cas.fulleditmode on

I’m on Xbox one. I saved all of my households to the gallery so that I could place them in a new save. Upon placing everyone in the save, I tried to move people around and edit them so that they would all be related again… However, despite having cas.fulleditmode on, when I go into CAS, it still tells me I cannot edit existing sims. The ones I can edit can only be changed to fiancée. How do I fix this? In the picture I added, you can see that full edit mode is on because I can edit voice, walkstyle and gender, but I cannot edit sim relationships
