I'm sorry but none of this is possible.
Download the PS4 Remote Play App on your computer and you can broadcast your PS4 game onto your PC 😉 I do that sometimes, but it can get annoying because the connection drops sometimes. I only have a Surface Pro, though. I was thinking about getting another computer solely because I rediscovered the Sims during quarantine, but I'm not sure if I will if I really can't transfer my Sims 4 games to a PC format. That kinda sucks considering playing on the PS4 is basically impossible lately.

is it possible to just copy the saved game from the PS4 to the PC? just as a backup not intended for use on the PC. paste it in the saved games folder on the PS4 after reinstallation or whatever.

I would think the answer to the this would be no. Purely because the platforms use different codes and graphics programs. I mean, you could try it simply as a save as, but i think you might wind up with corrupted or broken files purely because of the difference in codes a graphics engines. But that is just my understanding, I could be wrong.
