Can only use ALT-rotation with sims 3 camera on

I recently turned off the Sims 3 camera setting and was able to use ALT-rotation just fine even after that.

However, while I was building my 3rd house since changing that setting, it suddenly stopped working. 

After some searching finally, I found someone between the answers, suggesting to change between the sims 3 and 4 camera settings.

Now when I turn ON the sims 3 camera setting I can use ALT-rotation, but when I turn it OFF, I can not... While before I could.

This happened right when the base game had the update that makes out of game updates background updates.

Anyone with tips to fix this? I have restarted the game several times with the setting on and off both.

I personally prefer the sims 4 camera setting (so the sims 3 camera setting turned off) so I hope this can be solved.
