Something in the game UI is not loading. Since your game is modded, ensure that any mod that touches the UI is either updated or removed.

• TOOL and BetterBuyBuild by TwistedMexi require updates and should be removed (see: Category: EA Forums English | EA Forums
• UI cheats mod was already updated. MoreColumnsIn CAS seems ok. 
• More Traits in CAS and Color Sliders by thepancake1 and MizoreYukii are very likely to be broken.

It you don't use those, use the 50/50 method to identify which script mod is causing the issue. It could be a tunning mod to (non-script, regular one) but try the others first.
