Cannot "call to grand meal" during winterfest.

What expansions, game packs, and stuff packs do you have installed? Seasons, Get together, Vampires, Get to work, Jungle Adventure, Toddler stuff, Backyard stuff. Cool kitchen stuff, city living, cats and dogs, my first pet stuff, parenthood, dine out, romantic garden stuff, laundry day stuff, vintage glamour stuff, kid's room stuff, perfect patio stuff, spooky stuff
Steps: How can we find the bug ourselves? during winterfest when the sim has finished preparing the grand meal there is no option to "call to grand meal."
What happens when the bug occurs? normal options will appear but not the one needed to complete the holiday.
What do you expect to see? i expect to see my sim call their family to the grand meal.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No
This only seems to happen during Winterfest. I have had no other issues with the other holidays and I was really excited for this one.
All the other options appear but the "call to grand meal."
I have tried making the other meal options to see if I could rule it out some how but none of them are working.
I tried repairing the game files and this still happens.
Not sure what else to do about it.
