@BeastLife33 Hello! I'm just now seeing this thread. Are you still having trouble with this or were you able to figure it out? I tested it in my game and I'm not having any trouble with the terrain paint tools. :-/
Are you playing on PC, Mac or console?

Unfortunately I am still having this issue. I’m playing on PS4 so maybe it’s an issue with console?

@BeastLife33 I just brought up my game on PS4 and I'm seeing the same issue. To clarify ... I selected the terrain paint tool and tried holding X then dragging left stick. All it did was give me one spot of paint. I only started playing on PS4 recently so I'm definitely not an expert but I don't see any other way to do it. Is that what you're seeing? Or are you using keyboard and mouse instead of the controller?
Edit: I also found that I can't press X and drag the eraser tool either. :-(

@BeastLife33 Hey there, unfortunately this is one of many unintended consequences of patch 1.69 back in January. It was packaged as improvements to Console controls but unfortunately it went a bit haywire and broke several functions. Here's the general thread to report issues:
I've added on page 67 a list of bugs that I've identified and some have their own bug reports. Here's one for terrain tools:
https://answers.ea.com/t5/Bug-Reports/XB-PS-Terrain-tool-will-not-drag/m-p/12347590#M241616
I'm afraid we haven't been kept in the loop about a timeline for fixes, so we can only wait and keep adding our issues to the feedback thread as we find them.
One tip I've found is that switching to Eraser tool and then back to Paint sometimes gets it to work better. I can't even enlarge the tool unless I'm in eraser.
