cant build 2nd floor sims 4

Question

Hey, Im very new to Sims 4 and Sims in general.Maybe thats common knowwledge, but i dont know how to build a second floor.

I play on my PC not a console, if thats important.

No tutorial I found helped me and there is no similar question anywhere. When i build a wall, there is no top platform like in most tutorials. And i cant seem to build on top of a wall. I coundnt find anybody else with a similar problem. In most tutorials the top roof/floor just appears out of nowhere. I cant take a picture, but it looks like when your sim enters a room with no furniture. there is no roof to build a second floor on.

Is there some keyboard command I dont know, or is my sims not working properly? What can I do?

@bestgamergrlever Click the Page Up-key to go to the second floor. Once there, just use the wall tool or room tool to start building the second floor.
If you cannot go to the second floor, you need to check that the first floor is complete and don't have any gaps in the walls.
