Can't delete foundation without deleting all foundations in SIMS 4

In the Sims 4, I have built a house in Newcrest which has the entire main building on a foundation... I decided to use one of the preset rooms for my back yard and got a Hedge Maze in the Outdoor sec...

    I don't care if its by design that makes no f-cking sense, fix it now because I payed 80 dollars for this game you'd think I'd be able to use a feature (placing a preset room built for outdoors) and be able to have it on the ground. Fix. it. now.
