@Modwild Is OneDrive running on your computer? If so, try pausing syncing, which you can do by right-clicking the cloud option in the lower-right corner of the screen.
If that doesn't help, try deleting GameVersion.txt in Documents > Electronic Arts > The Sims 4.
An overactive antivirus is still the most common cause of this issue, so leave it disabled while testing. When you do reenable it, set exceptions for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64; or the entire Bin folder they're in.
