From what you describe, it sounds like you have an outdated mod somewhere in your The Sims 4 folder. And I would guess it is probably a UI mod of some sort. It is pretty easy to put a file in the wrong folder when you're moving files around. I've done it before and know what a pain it can to find something like that. If you only tested by removing the Mods folder, you might have missed it. But it could be the game and you need to rule that out. Here's how.
First, rename your The Sims 4 folder to something else. Then restart the game and let it create a new folder and start a new game. After making the sim and putting them on a lot, check to see if you can give them a job and if everything looks and acts normal. If you can assign a job and everything seems ok, then there is something in your original The Sims 4 folder causing the problem that you will need to hunt down and update or remove.
If the problem is still there in the new game, you can try a repair again. From my own experience, sometimes it takes doing a repair more than once just in case there was a glitch of some type in your internet or something like that while files were being transferred. It that still fails to fix the issue, then the only thing I can think of is to uninstall and reinstall the game.
But if everything looks good in the new game, I suggest you copy over the Saves folder to the new game and test your save to see if the problem is still there. Some mods and CC have been known to corrupt saves so if the problem comes back, then it is the save itself that is the problem. You can try recovering earlier versions of the save by using the button on the Load Game Main Menu Option. If everything is still good, then copy over your Tray and Screenshots folder if you want to keep them. Test again to make sure everything is still ok. Then try the Mods folder. If the problem comes back when you test that, then it is definitely a bad or outdated mod or CC and you're going to have to hunt it down and update it or remove it.
